About the PRC Plan

Surrey is a city abundant with parks, recreational facilities, and a vibrant arts, cultural and heritage community. The Parks, Recreation & Culture (PRC) Department helps to plan and operate many of these amenities. To build on these assets, and to meet the needs of a diverse and growing community, the City is developing a new PRC Strategic Plan. The current 2008 PRC Strategic Plan expires at the end of the year.

The new PRC Strategic Plan will identify the greatest needs and opportunities for our residents. It will help determine important funding and infrastructure decisions, including where and how money should be spent. Preliminary Feedback

In early spring, more than 2,100 people provided valuable input by completing the Survey 1 and attending workshops. Preliminary feedback from the survey suggests residents would like more walking and cycling trails, natural areas, community events, recreation/wellness programs, sports fields, fitness facilities, cultural spaces for children and youth, and local venues/studios facilities for the arts. These ideas were used to provide early direction for the plan.

    August - September 2016

    We started by assigning a project team, briefing Council committees, scheduling, hiring consultants and budgeting.

    October 2016 - February 2017

    We then got to work on an inventory of existing PRC facilities and services to benchmark current services. We also studied Surrey's population & demographic data and reviewed best practices & trends in preparation for the community engagement phase.

    March - April 2017

    There are a variety of meaningful events and activities to get involved and help shape the new PRC Strategic Plan, including idea fairs, world cafe style workshops and online surveys.

    This process began with a series of fun and interactive ideas fairsworkshops and pop-up events across the City. In this step we connected with over 2,100 residents and stakeholders and explored early ideas, issues and priorities.

    May - June 2017

    In Step 3 (currently underway) we are diving deeper and discussing key priorities and directions with a second round of workshops, community events and a second online survey.

    Also, be sure to keep an eye out for our project ambassadors who will be out at events and locations throughout the City.

    July - October 2017

    In Step 4 we will use your feedback to develop key elements of the plan and then check back to make sure we are on the right track. To do this we will be offering a third survey, and public events including a public open house in October to present the draft plan.

    October 2017 - March 2018 

    Starting in early Fall we will begin refining the draft Plan at taking it to various committees for review. By this stage the plan will reflect input from over eight months of community engagement. Once we've got a working draft of the Plan, we will put on the finishing touches and present it to Council for a March 2018 approval.
